Disclosed are a one-time programmable memory and a system-on chip including the same. The one-time programmable (OTP) memory includes: an OTP cell array including a plurality of OTP cells having program transistors which are irreversibly changed as being programmed; a temperature compensation reference voltage generating unit which senses the temperature of the OTP memory and generates a reference voltage having characteristics inversely proportional to the sensed temperature; and a temperature compensation operation voltage generating unit which receives the reference voltage and generates an operation voltage which is proportional to the reference voltage and is applied to the OTP cell array.
