The present invention relates to an apparatus and a method for treating contaminated soil, having great separation efficiency compared to the existing washing method for contaminated soil, being in no need of a purification process of a cleansing solution, simplifying a gas treatment process, and requiring low costs for the treatment with high efficiency compared to the existing incineration method. To this end, the apparatus for treating contaminated soil using a plasma underwater discharge method, according to the present invention, comprises: a contaminated soil supply portion; a reaction portion configured to carry out plasma underwater discharge treatment for a mixture of water and soil which is supplied from the contaminated soil supply portion; and a treated water discharge portion and a treated soil discharge portion configured to discharge the water and the soil treated from the reaction portion outside, wherein the reaction portion includes a titanium dioxide bead inside. |
