PROBLEM TO BE SOLVED: To reduce interference.SOLUTION: A base station 10 includes: an acquisition section 21 for acquiring information relevant to a first path loss value among relay stations which exist in a communication area of the base station 10; a pattern assignment section 22 for assigning a relay pattern which defines execution or non-execution of relay in each of a plurality of unit periods to each relay station based on each first path loss value among the relay stations; and a notice section 23 for notifying each relay station of the relay pattern assigned by the pattern assignment section 22.
