The present invention relates to a backlight unit used for display or lighting, and a lighting device. The backlight unit includes: a light guide plate; a substrate which has at least one side facing the light guide plate; at least one cup groove part of a cup shape which is concaved to face the light guide plate on a side of the substrate; a line layer of a conductive sheet which is extended to the inside of the cup groove part in the side of the substrate and includes Cu or Al; and at least one light emitting device which is mounted on the cup groove part and is electrically connected to the line layer. The substrate may be a metallic substrate of bending type which includes a lateral facing part which faces the lateral part of the light guide plate; and a lower facing part which is bent from the lateral facing part and is extended along the lower side of the light guide plate.
