Thereby, the insulation tape is firmly attached to the secondary battery by supplying constant tension to the insulation tape. Quality is constantly maintained regardless of the proficiency of a worker by guiding the reception location of the secondary battery on the base plate by a location guide plate. Also, the adhesion between the secondary battery and the insulation tape is improved by a tension control plate.
