PROBLEM TO BE SOLVED: To provide a novel plant extract and an application article thereof which have an action to improve and prevent skin aging.SOLUTION: The invention provides a sprout extract of Persicaria hydropiper obtained by contacting the sprout of Persicaria hydropiper with an extracting solvent, and extracting a component contained in the sprout. An enzyme activity inhibitor containing the component derived from the sprout of Persicaria hydropiper as an active ingredient exhibits an excellent inhibition activity against elastase, collagenase, and gelatinase, and can be suitably used for an anti-aging agent, a cosmetic composition, functional food, and the like.
