The present invention relates to a broadcasting device with features providing voice instructions on how to operate the broadcasting device in emergent situations and a method using the same. The broadcasting device consists of: a touchscreen unit comprising a touch sensor and a display outputting broadcasts; a control unit that shows an emergency broadcasting icon on the display and generates voice instruction signals when the icon is touched; a microphone unit that receives voice signals of the person and delivers the signals to the control unit; and a speaker that puts out the voice instruction signals after receiving the voice instruction signals from the control unit. With this invention, anyone without technical background can operate the broadcasting device with ease in emergency as the operating method and how to use are provided through voice.
