PROBLEM TO BE SOLVED: To allocate radio resources to a plurality of femtocell base stations by a simple method.SOLUTION: A macrocell base station 10 comprises: a generation unit 15 which generates radio resource allocation information; and a notification unit 13 which notifies a plurality of femtocell base stations 20 of the radio resource allocation information. A base station system 30 comprises the plurality of femtocell base stations 20 which may come into conflict for obtaining radio resources, and at least one of the plurality of femtocell base stations 20 comprises a distribution unit 25 which exclusively distributes the radio resource allocation information transmitted from the macrocell base station 10 among the plurality of femtocell base stations 20.
