<p><P>PROBLEM TO BE SOLVED: To provide a turbine of high performance by efficiently reducing steam leakage. <P>SOLUTION: A stepped part 52 having at least one stepped surface 53 facing the upstream side and projected to a partition plate outer ring 11 side is provided to a chip shroud 51. A seal fin 12 extending toward the stepped part 52 and forming a very small clearance H between the stepped part 52 and itself is provided to the partition plate outer ring 11.
