When the service whose establishment is requested from the mobile terminal is a specific service, the service establishment control unit (93) executes a handover control of the mobile terminal from the first wireless base station (91) to the second wireless base station (92), and then, executes a service establishment control of establishing a service between the mobile terminal and the second wireless base station (92) in the small cell. |
