The present invention provides a device capable of converting natural forces such as a wave force, a wind force, vibration on a ground, or the like to a rotational force which is eco-friendly available. According to the present invention, an energy converter having a rotating type floating means comprises: a rotational frame unit having a first frame, a second frame, and a third frame; an energy converting unit having a buoyancy container unit, and an energy extraction means inside the buoyancy container unit; and an anchoring unit connected to a side of the first frame.
