The present invention relates to a method to manufacture a composite for powder coating, which includes a step of manufacturing polyesterpolyols by performing condensation polymerization to aliphatic alcohol, alicyclic alcohol, which has excellent weatherproof, alcohol, mixed with the alicyclic alcohol, and first polybasic acid under the existence of catalyst; a step of manufacturing polyester resin by reacting the manufactured polyesterpolyols with second polybasic acid; and a step of manufacturing the composite for powder coating by mixing the polyester resin with hardener, pigment, and additives.
