According to the present invention, a vehicle license plate recognition system includes: an imaging unit which records the license plate of a parked or driving vehicle; an analysis unit which divides the images of the license plate recorded by the imaging unit to multiple pixels according to the pre-set resolution to compute the pixel resolution; a filter unit which differentiates the characters on the license plate according to the pixel resolution computed by the analysis unit; and a recognition unit which couples the images differentiated by the filter unit to recognize the license plate in the low-quality image.
