Disclosed in the present invention are a method and an apparatus for motion vector determination through motion vector prediction. Disclosed is a method for motion vector determination of a present block, which comprises the steps of: determining the motion vector candidate list including motion vectors of multiple block candidates referenced for predicting a motion vector of a present block; and determining whether to use motion vector of a first block in the motion vector candidate list based on whether the reference picture of the present block and the reference picture of a first block candidate is a short-term reference picture or a long-term reference picture respectively; and using a motion vector candidate selected among the motion vectors included in a motion vector candidate list.
