A cap for a cooling water surge tank according to an embodiment of the present invention comprises: a main body whose lower surface is formed to have an opening in a cylindrical shape and mounted on an inlet of a surge tank; a horizontal guide installed in an inner space of the main body to separate the inner space of the main body from the surge tank; and an operation unit installed in an emission hole formed on a middle of the horizontal guide to open or close the emission hole to emit air in the surge tank to the outside or supply outside air into the surge tank based on a pressure change inside the surge tank. By using an operation means to move vertically according to a pressure change inside the surge tank, the cap emits air in the surge tank to the outside or supplies outside air into the surge tank to control the pressure inside the surge tank.
