PROBLEM TO BE SOLVED: To provide an active vibration control device that performs vibration control for the whole vibration control target object by a small number of exciters, and an active vibration control system.SOLUTION: A filter parameter generation part 3 for control generates a parameter of a control signal converted to secondary vibrations, by using data on distribution of vibrations generated in a vibration control target object by vibrations of a vibration source, which is stored in a vibration distribution storage part 1 for the vibration source, and data on distribution of vibrations generated in the vibration control target object by vibrations of an exciter, which is stored in a vibration distribution storage part 2 for the exciter.
