The present invention relates to a method for manufacturing a porous ceramic thermal insulator and a porous ceramic thermal insulator manufactured thereby. More specifically, provided are a method for manufacturing a porous ceramic thermal insulator having excellent insulating efficiency by using microwaves and boiling at a greatly reduced manufacturing cost, and a porous ceramic thermal insulator manufactured thereby. Therefore, the porous ceramic thermal insulator manufactured by boiling can be produced at a lower cost of at least 60% compared to existing thermal insulators manufactured by melting, which allows for environment-friendly inorganic insulating material to be supplied to industrial fields at low costs; wastes such as waste glass can be used as an initial raw material and various ceramic inorganic materials can be utilized, which greatly reduces cost for raw material and at the same time, wastes can be treated.
