This organic electroluminescent element is provided with: a light-transmitting substrate (1); a light-emitting layered body (10) having a first electrode (3), a light-emitting layer (5), and a second electrode (4); and a light-extracting structure (2) having a protrusion/depression structure (20). The light-emitting layer (5) has a birefringence characteristic wherein the refractive index in a parallel direction to the light-transmitting substrate (1) surface is greater than the refractive index in an orthogonal direction to the light-transmitting substrate (1) surface. The protrusion/depression structure (20) is formed by disposing into a plane a plurality of protrusion portions (11) of approximately equal height assigned to each section of a matrix of protrusions/depressions; in a planar view, the surface ratio of the protrusion portions (11) in a unit region is approximately identical from region to region.
