PROBLEM TO BE SOLVED: To eliminate the need to re-set an IDR (Instantaneous Decoder Refresh) picture identifier at editing time.SOLUTION: An image encoding part 104 encodes moving image data from an imaging part 102 according to an encoding parameter set by an encoding parameter setting part 108. An encoding parameter setting part 108 informs a picture identifier generation part 110 of a common-use range used in common for an IDR identifier. A picture identifier generation part 110 allocates a special value which is not within the common-use range to one of a starting picture and an ending picture of a scene, and allocates a value within the common-use range to other pictures. A header generation part 112 generates header information including the picture identifier generated by the picture identifier generation part 110. A stream generation part 106 generates an encoded stream from the header information from the header generation part 112 and the encoded image data from the image encoding part 104.
