PROBLEM TO BE SOLVED: To prevent high-capacity current flowing in a storage battery in the case of recovery from outage after a voltage drop of the storage battery is caused by the outage.SOLUTION: A controller 11 for controlling a voltage control system 1 in which power is supplied to a load 14 from a storage battery 13 or a rectifier 12 for converting AC from a commercial power supply 10 to DC comprises: an outage occurrence detection unit 21 for detecting occurrence of outage; a bus voltage detection unit 22 for detecting bus voltage; and a rectifier control unit 23 for lowering voltage setting of the rectifier 12 in the case that bus voltage detected by the bus voltage detection unit 22 decreases by a predetermined value after the outage occurrence detection unit 21 detects the outage.
