The present invention relates to a three-dimensional structure forming powder which is used for a manufacturing method of a three-dimensional structure along with an ink including a binding agent. The three-dimensional structure forming powder includes a plurality of particles, in which the particles are porous, and when a refractive index of the particle is n1, and a refractive index of a cured material of the binding agent included in the ink is n2, a relationship of the absolute value of n1 - n2 less than or equal to 0.2 is satisfied.
