<p><P>PROBLEM TO BE SOLVED: To provide a tool 2 capable of cutting toilet tissue 8 with one hand. <P>SOLUTION: The tool 2 is disposed on the lower side of a paper holder 6 to which rolled paper 10 is to be set. The tool 2 includes a body 18 including a plate and a friction plate 22 capable of holding the toilet tissue 8 pulled out from the rolled paper 10. The friction plate 22 is attached to the body 18, and the friction plate 22 is made of sandpaper. By the tool 2, a user can pull out the toilet tissue 8 with one hand and easily cut it. Further, since the friction plate 22 is made of the sandpaper, even when fingers of the user touch the friction plate 22, the risk of cutting the fingers is low.
