<P>PROBLEM TO BE SOLVED: To provide a technology capable of automatically estimating the presence/absence of seat changes of a user. <P>SOLUTION: An electric information memory portion 14 stores information on power consumption measured by each receptacle 20. A correspondence information memory portion 12 stores correspondence between a user and the receptacle 20. A detecting portion 151 detects a state that the power consumption is 0 W about each receptacle 20. When the state that the power consumption is 0 W is detected at the receptacle 20 associated with the same user, a comparison and determination portion 152 compares the power consumption before the 0 W state with the power consumption after the 0 W state, about each receptacle 20 associated with the user. The comparison and determination portion 152 determines the changes of electric apparatuses power-supply connected to the receptacles 20 before/after the power consumption 0 W state, from a result of the comparison.
