A propulsion apparatus is provided to provide an artificial propulsion apparatus that is the closest to fin of fish living in the water as a natural propulsion method, which is totally different from that of the conventional propeller propulsion apparatus. The present invention relates to a pair of elastic plate propulsion apparatus (10) installed on both sides of a ship, each of which is provided by comprising: a driving unit (100) that provides the power needed for propulsion by being installed on a ship; a driving axis (200) whose one end is fixed to the driving unit (100) and that is fixed in the lateral direction (y direction) of the external side of the ship; a power conveying unit (600) connected to the driving axis (200); a driven shaft (300) connected and fixed to the power conveying unit (600) and installed in the longitudinal direction (x direction) of the ship; a swing bar (400) fixed to the other end of the driven shaft (300) to protrude by being extended in the external direction (y direction) of the ship; and an elastic plate (500) installed at the end of the swing bar (400) on the xy plane, the elastic plate (500) performing rotational oscillation with the longitudinal direction (x direction) of the ship as the center when the operating handle (100) is let perform rotational oscillation with the lateral direction (y direction) of the ship as the center.
