A processor comprising: a plurality of processing cores including a first processing core and a second processing core, the first and second processing cores integrated on a same circuit die; and first power control logic included in or associated with the first processing core to control power consumption of the first processing core in response to a combination of operating conditions of the first processing core including a thermal condition, wherein the first power control logic is to control a first clock modification unit and a first voltage modification unit of the first processing core to control the first processing core power consumption independently of the second processing core, wherein the first power control logic is to place the first processing core in an inoperative state and apply a minimum supply voltage to the first processing core at which state of the first processing core is preserved.
