The metal complex has an anionic complex having a transition metal ion and a tridentate terpyridine ligand having three pyridine structures coordinated to the transition metal ion in which an electron attractive group is bonded through an aryl group to at least one of pyridine structures and a carboxyl group is bonded to the remaining pyridine structure or structures, and a counter cation attached to the anionic complex.
