PROBLEM TO BE SOLVED: To provide an image-added two-dimensional code generation device capable of generating a readable image-added two-dimensional code with high designability.SOLUTION: An image-added two-dimensional code generation device 1 includes: a two-dimensional code generation unit 10 for generating a two-dimensional code; an image-added two-dimensional code generation unit 32 for generating an image-added two-dimensional code by applying a two-dimensional code to a base image; a code testing unit 33 for testing the acceptance/rejection of reading of the image-added two-dimensional code; and a code adjustment unit 20 for adjusting the two-dimensional code. When the reading of the generated image-added two-dimensional code in the code testing unit 33 fails, the code adjustment unit 20 adjusts at least one parameter among hue, brightness, transparency and dot size in a direction in which the probability of reading is high, and repeatedly performs the code test and code adjustment until the reading succeeds, and outputs the image-added two-dimensional code when the reading succeeds as a generation result.
