PROBLEM TO BE SOLVED: To provide a valve actuator built-in type exhaust heat recovery system in which the valve actuator is inserted into the exhaust heat recovery system.SOLUTION: This invention comprises a bypass valve rotatably arranged on a bypass passage through which high temperature exhaust gas passes so as to enable the bypass passage to be opened or closed; a heat exchanger connected to a side part of the bypass passage so as to perform a heat exchanging operation between high temperature exhaust gas and low temperature cooling water when the bypass passage is closed; a valve actuator inserted into an insertion port formed to pass through the heat exchanger in a vertical direction, having wax filled in it to seal, and including a rod moved up and down in response to a temperature of cooling water; and a connecting part of which one end is connected to an upper end of the rod and the other end is connected to a rotating shaft of the bypass valve so as to convert a moving-up or moving-down motion of the rod into a rotating motion and to cause the bypass valve to open or close the bypass passage.
