PROBLEM TO BE SOLVED: To provide a heat radiation member enabling formation of a heat pipe in which a working fluid is smoothly circulated by evaporation and condensation, and to provide a manufacturing method of the heat radiation member and a structure.SOLUTION: A heat radiation member 11 includes: a base material 12; and at least one through hole 14 that penetrates through the base material 12. In the base material 12, a surface of an inner wall 12' in the through hole 14 is roughened. A plane view shape of an opening part of the through hole 14 is formed so that two or more portions bending to the inner side exist.
