PROBLEM TO BE SOLVED: To provide an environment control device and an environment control system which can suppress excessive cooling in a space and in which accuracy of thermal environment control for improving a person's comfort is improved.SOLUTION: When the inside of a space 8 is excessively cooled, a controller 11 of an environment control device 1 performs off control of a cooling operation by an air conditioning device 21 and performs off control of a natural ventilation operation by a natural ventilation device 23, when a sensible temperature index T2 showing a sensible temperature of a person outdoors is lower than a sensible temperature index T1 showing a sensible temperature of a person indoors, and performs off control of the cooling operation and on control of the natural ventilation operation, when the sensible temperature index T1 is lower than the sensible temperature index T2.
