PROBLEM TO BE SOLVED: To provide a communication device, a method, and a program that eliminate a processing burden due to unnecessary voice data when transmitting voice data.SOLUTION: The present invention provides a communication device, a method, and a program that communicate voice data. The communication device of the present invention determines necessity for encoding voice data on the basis of at least one or more characteristics of voice data input from the outside, and encodes the voice data on the basis of the determination result by determination means. The communication device of the present invention does not encode voice data if it has determined encoding the voice data is unnecessary.
