PROBLEM TO BE SOLVED: To prevent an encoding time from exceeding a target value.SOLUTION: An encoder according to an embodiment includes a processing part, an encoding part, a target value generation part, and a filter controlling part. The processing part performs filtering processing on a plurality of images included in moving image data. The encoding part encodes the filtered images to generate encoded data. The target value generation part generates, on the basis of a target time of completion of encoding of a first image included in the moving image data, a target value of an encoding time required for encoding a second image to be encoded after the first image. The filter controlling part controls the filtering processing performed on the second image on the basis of the target value of the encoding time. |
