An apparatus and a method for recognizing he location of a terminal based radio fingerprint are provided to correct a radio wave pattern received by a user terminal using the difference in reception sensitivity between a standard terminal that is the subject for creating a radio fingerprint and a user terminal that requested for location recognition; and to estimate the location of the user terminal by comparing the radio wave pattern of the user terminal that is corrected and the radio wave pattern of the radio fingerprint.
