PROBLEM TO BE SOLVED: To provide route guidance of moving routes for distributing movement of concentrated people or vehicles.SOLUTION: A route guidance apparatus includes: an acquisition unit that acquires guide/restriction information on a location to which a moving target is to be guided or moving equipment, or a location in which the moving target is to be restricted or moving equipment; a moving-route search unit that searches a plurality of moving routes to a destination including the moving equipment to be used on the basis of information on the moving equipment and map information; a priority calculation unit that calculates priorities of the moving routes obtained by search of the moving route search unit on the basis of the guide/restriction information acquired by the acquisition unit; an incentive setting unit that allocates incentives to the moving routes; and a route guidance unit that provides route guidance for the moving routes as well as the incentives allocated by the incentive setting unit.
