The present invention relates to a system and a method for measuring level of oil in oil storage facility. A level measuring system according to the present invention is configured to accurately measure the level of oil and water in a oil storage facility storing oil and water with a layer separated. The system comprises: a pulse oscillating part to generate and oscillate current pulse; a magnetostrictive line the top of which is connected to the pulse oscillating part and the bottom part of which is installed in the oil storage facility in a vertical direction so as to be located in close contact with the bottom part of the oil storage facility, and comprising a steel cable conducting electric current to be applied by an electrical current pulse; a first float member and a second float member comprising magnets to be applied to the magnetostrictive line by generating an elastic wave according to the influence of a magnetic field in a circumferential direction formed by the electrical current pulse; a signal receiving part formed by the first float member and the second float member and connected to the magnetostrictive line so as to receive an elastic wave transferred along the magnetostrictive line; and a controller to calculate the level of the first float member and the second float member using propagating time of the elastic wave propagated from the first float member and the second float member to the signal receiving part.
