A device and method for manufacturing an optical fiber preform outside the tube; the device comprises a rack, a rotating chuck and a blast burner assembly; the rotating chuck or blast burner assembly is connected to a movable base; the blast burner assembly communicates with fuel gas and a chemical raw material supply system; the present invention is characterized by having a plasma generator; and the inlet end of the plasma generator communicates with a doping source, and the outlet end of the plasma generator is connected to a spray head. The device and method utilize a plasma generator to plasmatize gas containing F or other doping elements, thus increasing the doping efficiency of the outside method, and avoiding the problem of preform powder cracks caused by excessive content of doped F. The device is additionally provided with an atomizer, improving solution ionization.
