PROBLEM TO BE SOLVED: To provide a developing device capable of forming high-quality images stably with a simple configuration, a process cartridge, and an image forming apparatus.SOLUTION: In a developing device having a developer storage unit arranged below a development chamber, a supply member in the development chamber forms a nip part of developer between a developer carrier and the supply member; and the developer carrier and the supply member rotate in a direction in which the respective surfaces move from an upper end to a lower end of the nip part.
