A film-packaged cell has a flat rectangular shape in which a power-generating element (4) is housed in a packaging body (5) together with an electrolytic solution, the film-packaged cell being sealed along the four edges of the packaging body in a state in which terminals (2, 3) are led out through one side (11A) thereof. In an electrolyte injection step, the electrolyte is injected into a bag-shaped body (13) in which three sides (11A-11C) excluding the upper side of the packaging body are sealed in an orientation in which the terminals are protruding laterally, the electrolyte being injected from the side of the open upper side (11D). In a partial sealing step preceding the electrolyte injection step, a portion (21) of the open upper side (11D) of the bag-shaped body near the side (11A) through which the terminals (2, 3) are led out is exclusively partially sealed, whereby the electrolyte is prevented from leaking out when injected.
