<P>PROBLEM TO BE SOLVED: To provide a traffic signal control device and a traffic signal control method which can realize both reduction of traffic congestion and improvement of safety. <P>SOLUTION: Based on traffic information acquired by a traffic information acquisition unit 12, a congestion determination unit 15 determines whether each direction of facing intersection approaches is congested, then outputs a determination result to a dilemma response control unit 17. Based on the traffic information acquired by the traffic information acquisition unit 12, a time-differential aspect determination unit 16 determines whether to perform time-differential aspect on any one direction of facing intersection approaches. When the time-differential aspect determination unit 16 determines on not performing the time-differential aspect and if the congestion determination unit 15 determines that there is congestion in a west direction, the dilemma response control unit 17 performs dilemma response control on vehicles traveling on the approach in a direction without congestion. <P>COPYRIGHT: (C)2012,JPO&INPIT |
