<p><P>PROBLEM TO BE SOLVED: To provide an electronic money processing apparatus mounted on a vending machine or the like capable of stably providing electronic money settlement service. <P>SOLUTION: When wireless communication such as cellular phone communication network is not available between an electronic money processing apparatus and a management server 10, communication sensitivity information receiving means 15b receives a piece of communication sensitivity information which is transmitted from communication sensitivity information transmission means included in the electronic money processing apparatus. Communication start time determination means 11a determines new communication start time, i.e. new call time representing the time when the new communication starts, to the corresponding electronic money processing apparatus on the basis of the received communication sensitivity information. When the communication start time determination means 11a determines the new call time, the new communication start time is stored in a call time table 13b while being associated with a target electronic money processing apparatus.
