<p><P>PROBLEM TO BE SOLVED: To minimize high order energy including a coefficient unsuitable to constraints by efficiently converting the high order energy into first order energy regardless of the high order energy having the constraints on the positive or negative of a coefficient of a term to be converted into an energy conversion expression. <P>SOLUTION: In the case of performing area division by allocating a binary label to each pixel of image data, a binary variable corresponding to the label is used to set high order energy being a fourth-order or more polynomial expression. When the high order energy includes a term having a positive coefficient (S210), the coefficient is changed to a negative coefficient by performing variable flipping of a portion of the variable (S230), an energy conversion expression that can be used only when the coefficient is negative is used to perform conversion into first-order energy (S240), and the first-order energy to the original variable is acquired by performing variable flipping again after the conversion (S250).
