The rotor (14) has an inner ring (20), an outer ring (22), and a blade (24) that extends between the inner ring and the outer ring along a radial direction. The inner ring and the outer rings are centered on a single longitudinal axis (X). A radial shaft is allowed to extend radially between the inner ring and the outer ring. The blade is allowed to rotate about its corresponding radial shaft. A limiting unit is utilized for limiting rotational movement of the blade about its corresponding radial shaft.
