The present invention relates to a method and an apparatus for managing radio resource for transmitting and receiving handover message in mobile communication system. A method for managing a source base station for performing handover in mobile communication system includes a step of allowing at least one base station for transmitting and receiving message related to handover to/from the handover to determine silencing resource information for performing silencing which don′t perform downlink and uplink transmission, and a step of determining handover for a terminal, and a step of performing handover for the terminal according to the determined resource information.
