The present invention relates to a noise and back pressure controlled variable valve with an improved structure, for an exhaust system. The noise and back pressure controlled variable valve comprises: a valve housing (10) which is mounted to the end of a muffler pipe or to a partition (baffle) inside a muffler to be connected to the end of the muffler pipe and on the top of which a valve fixating part (13) is formed; a valve body (20) to open or close the opened side of the muffler pipe with a valve side (21) in order to make a valve top (23) be fixated to the top of the valve housing (23) to be rotated; a shaft (30) to fixate the valve body (20) to the valve housing (10) to be rotated; a restoring spring (40) which has a spring body part (41) inserted to the outside of the shaft (30), of which one catching part (45) is caught in the valve fixating part (13), and of which the other catching part applies a restoring force to the valve side (21); and a mat part (50) interposed between the outer circumference of the valve housing (10) and the rear end of the valve side (21).
