Provided are an apparatus and a method for extracting a skin area to block harmful image content, wherein the rate of erroneous detection occurring during the process of extracting a skin area from an image can be minimized by deriving probability density functions for a skin area and a background area from an image and extracting a skin area by maximum likelihood estimation (MLE) based on the derived probability density function. In the present invention, the method for extracting skin area to block harmful image content comprises the steps of: extracting images from image media; extracting a skin area sample and a background area sample based on the previously stored prior information; and extracting skin area from the image based on the probability density function of the skin area sample and the probability density function of the background area sample.
