1. A substrate for an organic electronic device, comprising:
a base layer; and a high refractive layer, of which a refractive index is 1.8 or more, which comprises a first particle, of which a refractive index is 1.8 or more and an average diameter is 50 nm or less, and a second particle, of which a refractive index is from 2.0 to 3.5 and an average diameter is 100 nm or more, and in which a ratio (A/B) of a weight (A) of the first particle and a weight (B) of the second particle is from 0.9 to 8.
