PROBLEM TO BE SOLVED: To provide an organic-inorganic composite the deterioration of whose strength or functionality can be suppressed, and a structure having the composite.SOLUTION: The organic-inorganic composite includes: a metal element-containing inorganic compound; an organic compound; and metals in an organic region which metals comprise a metal ion and/or a metal particle each of which is held by the organic compound. The average major axes of the organic regions to be formed by the organic compound and the metals in the organic region are set within 0.1-20μm on the plane parallel to the surface of the organic-inorganic composite. The concentration of the metals in the organic region is 10 mol% or higher of the carbon content. It is preferable that the inorganic region to be formed by the inorganic compound accounts for 20-80% of the plane parallel to the surface of the organic-inorganic composite.
