PROBLEM TO BE SOLVED: To provide a technique capable of quickly reporting safety of a user regardless of a state of the user.SOLUTION: If a radio terminal 1 receives an emergency disaster announcement including information on a disaster-stricken area, it determines whether or not a present location of the radio terminal 1 belongs to the disaster-stricken area identified by the information included in the emergency disaster information, and if it does, displays an input screen of information on safety and waits for input of information by a user via the input screen. If information on safety is input in the input screen within a prescribed time, the radio terminal 1 creates safety information on the basis of the input information, and transmits it to a prescribed contact destination. Furthermore, if information on safety is not input in the input screen within the prescribed time, but when the radio terminal 1 detects at least one of operation to the radio terminal 1 by the user or walking within the prescribed time, it determines the user is safe although the input screen is unchecked, creates safety information indicating safety and transmits it to the prescribed contact destination. |
