PROBLEM TO BE SOLVED: To provide a stationary blade having a vibration characteristic suitable for a request, and a steam turbine.SOLUTION: A stationary blade is used in a steam turbine. The stationary blade includes: a belly side member; a back side member connected to the belly side member at a front edge part and a rear edge part, provided with a cavity part between itself and the belly side member; a damper member having a fixation part which is arranged in the cavity part and fixed to the inner surface of one of a first inner surface of the belly side member and a second inner surface of the back side member facing the cavity part, and a relatively movable contact part in a state of contacting with the other inner surface; and an additional member fixed to at least a part of the damper member, and adjusting rigidity of the damper member. |
