When a certain application is selected from a user terminal, a plurality of cooling and heating management items are marked according to each area set in advance on the page related to the above application provided by a cooling and heating management service server and the step to mark the search interface for selecting the search mode on one side; the step to deliver the demand for the data service with the location information of the above user terminal at the same time while the above application is performed; the step to broadcast the above demanded data to many interworking cooling and heating management system through the network when the location information based data service demand is received from the above user terminal; and the step to control on/off of the cooling and heating management system according to the above collected results as searching and collecting the broadcast data through the above interworking cooling and heating management system.
